What the system is

Instead of a resident standing in line with a pen and paper, the request is filled in on a screen (either by the resident at home or by staff behind the counter). Instead of shuffling paper folders, barangay staff review requests in a single online dashboard. Instead of handwriting documents, the system generates a finished, signed PDF in seconds.
eSerbisyo brings three ideas together:
- One place for every request. Residents request, staff review, and documents are generated (all inside the same system). No more scattered logbooks or sticky notes.
- Documents that are hard to fake. Every issued PDF carries a QR code that links back to a record only the system can confirm. Scanning it proves authenticity instantly.

A resident comes to the hall. A staff member opens the system, fills the request on their behalf, uploads any requirements, and walks the request through review and approval. The resident receives the document on the spot or is told when to pick it up.

Both tracks, one engine
Both walk-in and online requests feed into the exact same backend. A document looks the same, verifies the same, and carries the same audit trail (whether it was requested at the counter or from a phone at home).
Who uses the system
- Residents: submit requests, upload files, track progress, download finished documents.
- Barangay staff (encoder / secretary): encode walk-in requests, review details, approve or reject, generate and hand over documents.
- Barangay admin: manages staff accounts, document types, templates, settings, and the audit log. Can enable double approval for sensitive document types that require both staff and admin review before issuance.
